Rep. Zoe Lofgren has been involved with the Richard Nixon and Bill Clinton impeachment processes. She has sent the 1974 Congressional report, Constitutional Grounds for Presidential Impeachment PDF HTML to Rep. John Conyers, Chairman of the House Judiciary Committee, asking that it be republished and made the basis for hearings. (See also a summary of the 1974 report here.)

The Constitution provides for impeachment on grounds of Treason, Bribery, or other high Crimes and Misdemeanors.

Numerous charges of such acts have been made and documented.
